- Contents
- The course aims to provide (a) advanced knowledge on the profiles of administrative activity in relation to interests and on the related rules of organization and responsibility; (b) in-depth knowledge on the issues of administrative transparency, anti-corruption and public decision-making processes in relation to citizens and stakeholders; (c) advanced knowledge on issues relating to the proper functioning of public administrations and on the balance between the needs of legality and results/efficiency. Specific contents of the lessons will be shared with attending students at the beginning of the course.

- Educational objectives
- The aim of the course is to provide students with: (a) updated elements of understanding of the administration and its transformations; (b) in-depth skills relating to administrative activity and its complexity (between secrecy/confidentiality and transparency, between legality and efficiency; between care of general interests and pressure of particular interests; between bureaucratic traditions and changes (regulatory/cultural/multilevel); (c) in-depth skills relating to specific areas of administrative law (anti-corruption/transparency/digitalization/participatory procedures/controls and compliance systems, their influence on administrative action)
- Prerequisites
- No specific prerequisites are required other than those related to the course of study. The previous substantial knowledge concerns a basic knowledge of public law and administrative law. During the lessons the teacher will try to ensure an alignment of the basic knowledge

- Frontal lessons, exercises, group or individual work, even with the analysis of specific cases

- Learning verification modality
- The exam will be verified with an oral test (oral interview, with three questions on different topics of the course). During the course, for those attending, written exams may be provided (with mixed modality: partly closed-ended quizzes, partly open questions to be developed in one page) and individual and group work, subject to specific evaluation.

- The program includes the study of the themes of anti-corruption, transparency and public value and in particular therefore the in-depth study of the following topics: Anti-corruption and corruption; Prevention of corruption; The development of the anti-corruption system and its governance; Corruption prevention strategies and plans; Conflicts of interest and pressure of interests; Integrity and duties of behavior of the official; Transparency in the anti-corruption system; Public contracts and prevention of corruption; Transparency: principles and roots; Transparency and access to information; Information duties and publication obligations; Transparency, secrecy and privacy; The digitalization of public administrations; Automated decision-making processes. The integration between compliance tools and efficiency objectives. The concept of public value and its tools.
