Anti-corruption policies. Repression and the preventive approach. The risk of corruption. Prevention measures. The rules for integrity. Strengthening of impartiality and conflicts of interest. Public contracts and maladministration. The anti-corruption authority. Transparency rules and policies. Transparency and prevention of corruption. The right to know and the "FOIA" models. Dissemination of information. The limits to transparency. The "secrets" and the protection of confidentiality. The re-use of information. The whislteblowing.In the academic year 2021-2022 part of the course will consist of a monographic study on the theme of administrative transparency

Educational objectives
The course aims to provide skills in the field of prevention policies, instruments and mechanisms for monitoring and contrast. The course aims to provide useful skills to carry out functions in the field of transparency and anti-corruption in public and para-public organizations, as well as transversal skills in risk analysis, privacy and compliance.
Prerequisites
Prerequisites are not required. The basic knowledge of the functioning and organization of public administrations is certainly useful
Teaching methods
Lectures, exercises, case analysis, group work, independent reports and in-depth studies to be presented in the classroom

Oral examination. During the course there will be exemptions and written exercises, intermediate tests and evaluations on debates and presentations
