- The course analyzes the evolution in the national and European scenario, the main problems that characterize it and the positive discipline of the public procurement system, meaning the discipline contained in particular in the public procurement code
- Reference texts
- The main reference for the study of the matter is the new public procurement code (Legislative Decree No. 36 of 2023) which must be used in the study together with a "short" manual relating to the public procurement system. For attending students, the materials for the study of the subject will be indicated during the first lessons (which are in the second semester). At the moment the best text is Caringella, I new public contracts, Dike Ed., 2023 (350 pp.), but given the rapid evolution of the subject and the related evolution of the manuals on the subject, non-attending students are advised to check for any updates in "unistudium" of the course or by contacting the teacher.
- Educational objectives
- The course intends to allow the student to understand the main institutions and the main rules of the public procurement system, in particular by providing tools that allow him to update and deal with complex and constantly changing operational issues. In this sense, the study of the subject is a formidable training ground for following the evolution of the administrative system in its constant transformation on the basis of national and European legislative inputs.
- Prerequisites
- There are no specific formal requirements. The study of the subject requires, in substantial terms, basic skills related to the functioning of the public administration.
- Teaching methods
- Lectures, case analyses, individual and group work for attending students.

- Learning verification modality
- Oral exam (oral interview, with three questions relating to different topics of the subject). For attending students, the assessment can also be the result of individual or group work, or written exemptions that may be provided during the course.
