- The course analyzes the theoretical profiles, application institutes and practices of the political-juridical model of participatory democracy. Starting from the constitutional basis of the participation principle and from the configuration of the participation rights, the course analyzes the problems inherent in the discipline of participation and its assumptions, the european indications and the rules in force at national, regional and local level. Finally, some of the main methodologies and techniques for the construction of participatory processes are illustrated, both in their operating modes and in application practices, with case analysis.

- Educational objectives
- The course aims to provide theoretical and practical knowledge of the main aspects of the participatory democracy model and its relationship with the models of representative democracy and direct democracy.

- It is recommended to have taken the exam of Institutions of Public Law
- Teaching methods
- The course uses frontal didactic parts and in-depth parts with discussion seminars and external guests.

- Learning verification modality
- The exam takes place in oral form. If individual or paired work is carried out during the course, part of the exam may concern the discussion of such works. Students with disabilities can agree with the professor on the most suitable methods (based on their specific needs) for carrying out the exam.

The preconditions of participation and the minimum standards of consultation. Information and communication. The role of the Internet and the Civic media. Participation and horizontal subsidiarity, participatory democracy and shared administration. The discipline of participation: normative competences, macro-principles. The discipline of participation: essential levels and guarantees of participatory processes. Discipline of consultation: European indications. Consultation regulations at the national level. The Participation-Evaluation-Experimentation nexus. Participation regulations at the regional level. Local participation regulations and the role of Municipalities (trends in municipal regulations). Shared administration, regulations on common goods, collaboration agreements. Case analysis.
