- Constitutional principles. The public administration and administrative powers. Administrative activities between Italian law and European Community law. Legality and administrative discretion. The administrative measure, proceedings and subjective legal situations . The beginning of the proceeding and participation. The investigation and determination of the content of the measure. The deployment and integrative effectiveness. The invalidity of the measure . Effectiveness and enforcement of the order. The second degree measures. The public service activities. The contractual procedures . The civil liability of public employees.

- Educational objectives
- Students will gain the following key skills : - Legal elements of the basis of administrative law and in relation to the government as such, both in terms of the relationship between citizen and public administration;- Basics of the administrative procedures, measures and their invalidity, public services contracts and the accountability of public administration .The main skills that allow you to apply the knowledge gained will be:- the ability to identify , within the possible relationship between government and citizen :- Legal sources governing the individual cases- The institutional level audience involved and , within it , the organizational structure of competent - Procedural modalities - measures tipology.
- Prerequisites
- In order to understand the arguments presented in the course, it is useful for the student to know the constitutional structure of the Italian State and its fundamental rules. This prerequisite is valid for both attending and non-attending students.

- Lectures that will cover all the topics covered in the program , also with the analysis of case studies in the classroom .

- Learning verification modality
- The test consists of an oral examination; The questions relate to the program as described by the teacher in the relevant card, having regard to theKnowledge of matter, reasoning ability, logic of argumentation, and learning of the teaching methodology itself. The duration of the examination varies according to the evolution of the test.

- The course relates to the institutional knowledges of Administrative Law that are set taking into account, first, of the constitutional rules and of the Administrative organization. The lectures will examine thoroughly the foundation and characteristics of administrative powers, the general rules of their exercise - especially with regard to the discretionary powers - and subjective legal situations of individuals in front of the administrative power. Special focus will be dedicated to the administrative actions and procedures, to their steps and rules according to l. n. 241/90. The lectures will examine also the main issues related to public services and procedures through which public authorities conclude contracts. Finally, the lectures will examine the key institutions related to the liabilities of the public administrations and employees.
