- Educational objectives
- The main knowledge students will acquire includes the fundamental legal concepts underlying economic and financial planning processes, budget preparation, and budget management, from the perspectives of both domestic public finance law and European Union public finance law.
The main skills enabling students to apply the knowledge acquired include:
identifying the common analytical frameworks applicable to all public budgets;
recognizing the different roles played by planning processes and management processes within public financial governance. - Prerequisites
- Prior completion of the Administrative Law examination is recommended, although not required, for understanding and applying most of the concepts addressed in the course.
- Teaching methods
- The course is delivered in a blended-learning format. The first six credits are taught through face-to-face classroom lectures. Synchronous online lectures are provided in accordance with the regulations and provisions currently established by the University. The remaining three credits are delivered through distance learning, using video lectures, slides, and other teaching materials made available online via the Unistudium platform.
- Other information
- The course is delivered both in person and online in synchronous mode for students who are eligible, as they fall within the categories identified by the University for access to online teaching. On the Unistudium platform, videos and supporting slides are made available to facilitate study, including—but not limited to—students with specific learning disorders (SLDs). Student consultation hours are offered either in person or online, by appointment arranged via email with the lecturer. Taken together, these features ensure that the teaching methods adopted are consistent with the intended learning outcomes.
- Learning verification modality
- Assessment consists of an in-person oral examination. Questions cover the course content as described by the lecturer in the course syllabus and assess students’ knowledge of the subject, reasoning skills, logical coherence in argumentation, and mastery of the methodology specific to the course. The duration of the examination varies depending on the student's performance during the assessment.

- In examining the legal framework governing European Union, constitutional, and domestic public finance, particular attention is paid to the process of transformation that has occurred in parallel with the evolution of public administration. Special emphasis is placed on reforms concerning public budgets, with regard both to their preparation and to their management and oversight mechanisms. The course also provides an in-depth analysis of public assets and of administrative and financial liability for damage to the public treasury.
