- The course aims to place the European Union and its law in the context that is proper to it and that sees it constitute a legal system with completely original features, both with respect to traditional international organisations and to sovereign states. In light of this premise, key principles and concepts are analysed, such as: democracy, the rule of law, globalisation and multilevel governance. This is followed by an in-depth study of the elements that distinguish, on the one hand, the systems of government of sovereign states (with particular reference to European ones) and, on the other hand, the European Uni0on. After this general theoretical framework, we move on to dealing with some aspects of European governance: planning, better regulation, forms of participation. Finally, the main actors in the integration process are examined, which participate in the so-called Multilevel governance of the EU, namely: the political institutions of the EU, the states, the regions and local authorities, the lobbies and civil society.
- Reference texts
- Students are assigned study materials published on the University's online platform Unistudium. It is strongly recommended that an up-to-date European Union Code be used in conjunction with the study of the manual.
- Educational objectives
- The objectives of the course can be summarised as follows:
To provide students with an in-depth knowledge of European Union law, with particular reference to its system of governance and the principles and procedures that regulate its functioning. To develop the ability to work by finding original solutions in complex and transactional socio-legal contexts. Students must be able to successfully apply the legal concepts learned during the course to practical cases, through the study of official acts of the European Union and, in particular, the case law of the Court of Justice of the European Union. To facilitate the acquisition of advanced legal terminology skills. To acquire a good command of the instruments for adapting to EU legislation in the Italian legal system. - Prerequisites
- In order to be able to follow and fully understand the course, an adequate knowledge of public law in general and a basic understanding of European Union law are recommended.

- At the end of the course, students will hopefully have acquired a good understanding of the European Union as a legal phenomenon. In particular, they will be able to distinguish the characteristics of the EU legal system compared to national legal systems. They will understand not only the elements that limit the development of the integration process, but also the main causes and the effects of the unsatisfactory current situation. Faced with this scenario, they will be able to identify what actions and steps could be taken to improve the overall condition of the Union.

- Extended program
- The course is divided into five modules. The first deals with the European Union in general, revisiting the concepts and elements that most characterise the Union and its law for students who have not always taken the basic examination in European Union law. The second module focuses on general principles and concepts, knowledge of which is essential for a proper understanding of the nature of the Union and its law, including: the State, democracy, the rule of law, the main systems of government, federalism and multilevel governance, and globalisation. The third module concerns the EU's system of governance, with special reference to programming, the requirements of better regulation, and legislative and non-legislative procedures. The fourth module deals with the topic of the actors involved in the EU's multilevel governance process, namely: States, EU institutions, local authorities and civil society actors. Finally, the fifth module deals with the methods and procedures for participation in the EU as well as European communication.
