Educational objectives
Students will acquire the following main knowledge:
basic legal concepts of Administrative Law concerning the relationship between citizens and public administrations;
fundamental notions relating to administrative procedure, administrative decisions and their invalidity, public services, public contracts, public assets, and the liability of public administrations and their officials.

The main skills developed through the course will enable students to apply the acquired knowledge by identifying, within the framework of relationships between public administrations and citizens:

the legal sources governing specific cases;
the public institutional level involved and, within it, the competent organizational unit;
the applicable procedural requirements;
the relevant types of administrative decisions;
the available forms of legal protection and remedies.
Prerequisites
o facilitate the understanding of the topics covered during the course, students are expected to have a basic knowledge of the constitutional framework of the Italian State and its fundamental principles and rules. This prerequisite applies equally to both attending and non-attending students.
Teaching methods
Face-to-face lectures and synchronous online classes, delivered in accordance with the University’s regulations and guidelines in force at the time of the course.
Other information
The course is delivered both in person and through synchronous online teaching for students who are eligible under the categories identified by the University for access to online learning.

Supporting slides and study materials are made available on the Unistudium platform to facilitate learning, including—but not limited to—students with Specific Learning Disorders (SLD).

Student office hours are held either in person or online, by appointment arranged via email with the instructor.

These teaching arrangements and support measures are designed to ensure consistency between the teaching methods adopted and the intended learning outcomes of the course.
Learning verification modality
Assessment consists of an oral examination. Questions cover the course syllabus as outlined by the instructor in the course description and are designed to evaluate students’ knowledge of the subject matter, reasoning skills, logical consistency in argumentation, and understanding of the methodological approach specific to the discipline.

The duration of the examination may vary depending on the candidate’s performance during the assessment.

Extended program
The course provides an introduction to the fundamental concepts and institutions of Administrative Law. These are examined in light of the constitutional framework and the principal organizational models adopted by public administrations.

Particular attention is devoted to the activity of public administrations, with reference to both Italian and European Administrative Law. In this context, the course analyzes the foundations and characteristics of administrative powers, the general rules governing their exercise—especially in relation to discretionary powers—and the legal positions and rights of individuals vis-à-vis administrative authority.

Special emphasis is placed on administrative procedure, its various stages, and the rules established by Italian Law No. 241/1990, from the initiation of the procedure to the adoption of the final administrative decision, including the study of potential defects and grounds of invalidity.

The course also addresses the main issues relating to public services and the procedures through which public administrations enter into contracts for works and services.

Finally, it examines the principal legal institutions concerning the liability of public administrations and that of public officials.
