Contents	The course aims to delve deeper into the policies, rules, and tools aimed at ensuring the impartiality, integrity, and transparency of public administrations.
Reference texts	For Italian students: E. Carloni, L'anticorruzione (Bologna, Il Mulino, 2023). Students taking the exam in English will be provided with alternative handouts. Knowledge of the European Anti-Corruption Directive and the Merida Convention is required for all students.
Educational objectives	The course aims to provide knowledge useful for understanding the complexity of the administrative system, both for those who intend to carry out government and management functions of institutions, and for those who intend to understand the dynamics of its functioning, and for those who intend to take public competitions.
Prerequisites	A basic understanding of how the administrative system works is helpful, but not essential. The course will, however, provide this basic knowledge.
Teaching methods	The first part of the course (this module) has a structure centered on frontal teaching (in presence and remotely for those who fall into the required categories), with analysis of documents and cases

Learning verification modality	The exam is oral and aims to test knowledge of the subject matter and the ability to critically analyze the texts and documents covered in the course. Attending students will take a written exam at the end of the module's lectures, with open-ended questions and multiple-choice tests.
Extended program	Overview of the topic. Anti-corruption: between repression and prevention. Integrity and quality of administration. The public value perspective. International and European policies. In particular, the European Anti-Corruption Directive. Anti-corruption plans, policies, and strategies. Sectoral plans and integrated plans. The governance of anti-corruption and administrative reforms. Integrity rules. Conflicts of interest and their regulation. Administrative transparency and its tools. The regulation of lobbying and the "capture" of decision-makers. An overview of public procurement regulations as an anti-corruption issue. Digitalization and AI for anti-corruption and transparency (challenges and limitations). Trends, problems, and system transformations.
Obiettivi Agenda 2030 per lo sviluppo sostenibile	The most achieved Goal is Goal 16. However, the quality of institutions and anti-corruption also contribute to other objectives of equality, sustainability, parity and the guarantee of rights.

Language of instruction	ENGLISH: group and seminar work is developed in English, it is possible to foresee that some groups work in Italian, then presenting their work in English
Contents	This part of the course has a monographic-seminar nature and will consist of an in-depth analysis of issues and themes linked to the most recent and ongoing reforms, with particular attention to the European anti-corruption directive and the implementation process.
Reference texts	Given the nature of the course, there is no reference manual. Unistudium will provide recommended readings and a detailed study plan, which will be explained at the start of the course. For non-attending students, Unistudium will provide alternative texts, whose knowledge will be assessed during the oral exam.
Educational objectives	The module aims to provide applied skills and strengthen teamwork and material-based skills. The module is operationally applied (i.e., the ability to apply acquired skills to a specific problem and in a complex context).
Prerequisites	The module is inextricably linked to the previous one, of a more theoretical nature.
Teaching methods	Seminars, individual and group work, case studies also with the support and collaboration of experts

Learning verification modality	Classroom activities, individual and group final reports. Assessment is integrated with that of the first module. Students can always take an oral exam on a scheduled exam date. The oral exam is the learning assessment method for non-attending students.
Extended program	The European Anti-Corruption Directive and its implementation. Analysis of issues and cases. Development of bottom-up response strategies and implementation of the directive's provisions. The case of abuse of office and techniques for filling the "protection gap." Specific guidance will be provided prior to the course and illustrated at the start of the course and through Unistudium.
